CGTMSE — Collateral-Free Business Finance

Business Loan Without Collateral — CGTMSE Up to ₹10 Crore

Most small business owners think they need to pledge their home or factory to get a business loan. Under CGTMSE, registered MSMEs can borrow up to ₹10 crore with the government guaranteeing the bank's risk. No property pledge. No personal guarantee from third parties. Just your business track record.

The Government Guarantee That Changes Everything

What CGTMSE Is and Why It Matters for Your Business

Most banks reject small business loans because they fear default and have no asset to recover. CGTMSE — the Credit Guarantee Fund Trust for Micro and Small Enterprises — removes that fear by guaranteeing 75–85% of the bank's loan amount. The bank lends. If you default, the government pays. You keep your property.

🛡️

Up to ₹10 Crore Without Pledging Property

CGTMSE covers collateral-free business loans up to ₹10 crore for registered micro and small enterprises under Udyam. No mortgage, no FD pledge, no personal guarantee of third parties required.

👩‍💼

85% Cover for Women and Micro Units

Women-owned enterprises and micro businesses (investment below ₹1 crore) receive the highest coverage tier at 85% — meaning the bank's risk is nearly eliminated, making approvals significantly easier.

🚀

₹20 Crore for DPIIT Startups

DPIIT-recognised startups access the Credit Guarantee Scheme for Startups (CGSS) — separate from CGTMSE — with coverage up to ₹20 crore. We help you determine which scheme applies to your business structure.

🏭

GIDC Leasehold Properties Accepted

CGTMSE-backed loans do not require property as collateral — which is why this scheme is particularly valuable for GIDC industrial units where the plot is leasehold and cannot be easily mortgaged.

📋

All CGTMSE Member Lenders

Over 130 banks and financial institutions are CGTMSE member lenders, including all PSU banks, most private banks, select NBFCs, and Regional Rural Banks. We submit to the lender most active in your sector and geography.

💰

Gujarat Subsidy Stacking

CGTMSE collateral-free loans can be combined with Gujarat's MSME interest subsidy (up to 7% for 7 years in Category 1 talukas). This stacking — national guarantee + state subsidy — makes your effective borrowing cost exceptionally low.

How It Works

Our 5-Step Process

01

Business Assessment

We review your ITR, bank statements, GST returns, and Udyam certificate to determine your eligible loan amount and the most appropriate lender from our 130+ CGTMSE member network.

02

Lender Selection

Not all CGTMSE lenders are equally active. We route your application to lenders who are currently processing CGTMSE files in your sector, geography, and loan size — avoiding lenders with inactive CGTMSE pipelines.

03

Document Pack

We prepare your complete application pack — business plan, financial projections, Udyam certificate, CIBIL report, and CGTMSE recommendation letter — before submission. Incomplete files are the biggest cause of delays.

04

Sanction

Upon sanction, the lender pays a CGTMSE guarantee fee (0.37–1.35% of the loan amount annually) — which is either absorbed by the bank or passed on to you at a small premium. We clarify this upfront before you accept the offer.

Questions, Answered

Frequently Asked Questions

Under CGTMSE, you can get collateral-free business loans up to ₹10 crore as a registered micro or small enterprise. DPIIT-recognised startups can access up to ₹20 crore under CGSS. Beyond ₹10 crore, property collateral or third-party guarantee is typically required by lenders.

Yes, as of July 2020, Udyam registration is mandatory to access CGTMSE benefits. The old Udyog Aadhaar system is no longer valid for new scheme applications. Udyam registration is free, done online on the Udyam portal, and takes 10–15 minutes with your Aadhaar and PAN.

Yes — and this is exactly why CGTMSE is valuable for GIDC-based businesses. Because CGTMSE-backed loans do not require the unit's property as collateral, the leasehold nature of your GIDC plot is not a barrier. The government guarantee replaces the need for a mortgage. We process CGTMSE files for units across Sanand, Vatva, Naroda, Changodar, and Kadi-Kalol regularly.

Yes, these are complementary schemes. CGTMSE removes the collateral requirement. Gujarat's MSME interest subsidy reduces your effective interest rate (up to 7% for 7 years in Category 1 talukas). You can use both simultaneously on the same loan — we help you structure and apply for both in one process.

The annual guarantee fee ranges from 0.37% to 1.35% of the outstanding loan amount, varying by loan size and borrower category (women-owned businesses pay the lowest fee). Some banks absorb this cost; others pass it to the borrower. We clarify the all-in cost before you accept any loan offer.

Some CGTMSE lenders — particularly co-operative banks and select PSU banks with active CGTMSE pipelines — consider profiles with CIBIL scores of 620+, especially if your business banking shows strong turnover and zero cheque bounces. We assess your complete profile before recommending lenders to approach.

From complete document submission to sanction: 15–25 working days for PSU banks, 10–18 working days for private banks with active CGTMSE programs. Disbursement follows within 5–7 working days of sanction. We track your file daily and resolve documentation gaps proactively to avoid delays.

Yes, since the April 2023 CGTMSE revision, trading enterprises registered under Udyam are eligible for credit guarantee coverage for working capital limits. Prior to this revision, CGTMSE was restricted to manufacturing and service businesses. This change significantly expands access for Gujarat's large trader community.
